Scoop is a Parking Enforcement Software platform that offers a streamline parking enforcement solution.

Scoop automates the legal process of collection of penalty charges from vehicle owners. Scoop  is the complete tool kit for asset-owners, such as private land owners, local authorities, retail and business parks.

Penalty Charge Notice (PCN) Processing

Penalty Charge Notice (PCN) processing starts with evidence collection. Evidence may be provided by parking attendants equipped with a handheld ANPR system , by conventional paper tickets or via CCTV.

Scoop stores all of the evidential photos, documents and data streams of the parking violation which are to be used to support the prosecution.

Scoop extracts vehicle and owner details from Experion and DVLA databases. 
Penalty Charge Notice Enforcement

Scoop enforces PCNs by processing evidence through independent appeal authorities, seeking judgement and when necessary, by managing bailiff services.

Scoop accepts payment by most electronic means including via the internet, telephone customer not present and voice activated services.
Parking Infringement Reports

Scoop measures and reports on all stages of the parking infringemnt prosecution.

Scoop's reporting structure is comprehensive and allows data mining for the investigation of  anomalies and emerging patterns.

Scoop can be configured to the legislation and Parking Industry Code of Practice for any jurisdiction.

In the UK for example, Scoop complies with the Road Traffic Acts 1984, 991 and British Parking Association codes of practice for parking enforcement.   Security is key to the protection of evidence, individual privacy and client confidence. Scoop allows Administrators to setup each user with access to system modules and reports, specific to their role.
All correspondence relating to the offence is managed by Scoop, which issues PCNs and letters, and logs phone calls between parties.

Parking habits - gain Market Intellingence

Not all asset owners want to go through the PCN Enforcement  process.

For example, a retail shopping centres objectives may be to persuade offenders to change their parking habits and to use  alternative more appropriate car parks, respect mother and toddler bays or to park within bays to improve customer service for all.  Scoop collects anonymised customer demographics enabling regional shopping centres and airports to understand where their customers originate via postcode analysis.
